EC Chair Byabakama Addresses Suspended Officials and Corruption Allegations


Electoral Commission (EC) chairperson, Justice Simon Byabakama, has reaffirmed the commission’s commitment to transparency and zero tolerance for corruption. Speaking before Parliament’s Legal and Parliamentary Committee on January 17, 2025, Byabakama responded to reports about the suspension of five EC officials, including Leonard Mulekwah, following concerns over questionable handling of funds.

Byabakama confirmed that the commission is investigating the matter, which involves irregularities in the disbursement and accountability of funds. He emphasized that the suspension was part of an internal investigation process to ensure accountability.

“The commission has a zero-tolerance policy towards corruption,” Byabakama explained. “We have identified several issues related to the handling of funds, which prompted us to take action and suspend staff members. The investigations are ongoing, and we are awaiting their conclusion before deciding on further action.”

This investigation comes after a similar purge in 2020, where high-ranking EC officials, including Secretary Sam Rwakooju and Spokesperson Jodham Taremwa, were dismissed over procurement mishandling.

In the same session, MP Patrick Nsanja raised concerns about delays in the approval of the National Unity Platform (NUP) constitution, questioning whether the court process should continue to be cited as the reason. Meanwhile, MP Abdu Katuntu urged the EC to resist political interference during elections, warning against external influence that could undermine the commission’s credibility.

Byabakama assured that the commission is working to maintain its independence and professionalism, stressing the importance of allowing officials to carry out their duties without external pressure.
