Uganda to Hold Nationwide Consultations on Controversial Marriage Bill 2024

The Ugandan government will soon initiate nationwide consultations to gather public feedback on the controversial Marriage Bill 2024, announced Minister of State for Industries, Hon. David Bahati.

While addressing congregants at Butozo Church of Uganda in Kyasano Parish and the Lady of Assumption Rwanyena Catholic Parish in Ryakarimira Town Council, Kabale District, Minister Bahati stressed the significance of these consultations in shaping the future of Uganda’s marriage laws.

The Marriage Bill 2024, introduced by Tororo District Woman Representative, Hon. Sarah Opendi, in October 2024, aims to overhaul and unify Uganda’s marriage-related legal framework. Key provisions in the bill include granting equal property rights for spouses, imposing tougher penalties for child marriage, and setting clear regulations for marital arrangements. A particularly contentious aspect of the bill is the proposal to criminalize cohabitation, with fines or imprisonment for those found guilty.

Bahati explained that the upcoming consultations will allow Parliament to gather diverse opinions before making a final decision on the bill. This approach, he added, ensures that legislative decisions reflect the values and interests of the public while maintaining the sanctity of marriage in Uganda.

In addition to the Marriage Bill, Bahati noted that the government will also seek public input on the legalization of in vitro fertilization (IVF), a procedure that has gained popularity in Uganda as a solution for infertility. However, the absence of a legal framework governing assisted reproductive technologies has raised concerns over the rights and responsibilities of those involved.

These consultations are part of the government's broader commitment to inclusive decision-making, ensuring that the views of Ugandans are considered in key matters relating to family and reproductive health.
