Thousands of UCE Candidates Left in Limbo as Government Lacks Clear Plan

The fate of 6,974 students who failed the 2024 Uganda Certificate of Education (UCE) exams under the new lower secondary curriculum remains uncertain, as the government admits it has no immediate plan for them.

Out of 357,120 candidates who sat for the exams, 350,146 (98.05%) passed, while 6,974 failed. According to the Uganda National Examinations Board (UNEB), candidates who scored between A and D in all subjects have been classified under Result 1, making them eligible for Senior Five or tertiary institutions. However, those who did not meet key requirements—such as sitting for all compulsory subjects, taking at least eight subjects, or submitting project work—have been assigned Result 2.

Candidates who only scored achievement level E in all subjects fall under Result 3. UNEB has confirmed that students with Result 2 and Result 3 do not qualify for a UCE certificate, effectively blocking all 6,974 failing candidates from progressing to higher education.

Unlike the old curriculum, where failing students could repeat Senior Four, education officials have yet to establish a clear pathway for those affected. Ministry of Education Permanent Secretary Dr. Kendrace Turyagyenda acknowledged the issue, stating that the government is still working on a solution.

“We are continuously learning, adjusting, and improving. These emerging challenges will guide us in formulating policies,” Dr. Turyagyenda said.

With no immediate alternative, thousands of students are left in limbo, raising concerns about their future in education and beyond.
